Rogate Parish Council Emergency Response Plan 2010.
PLEASE NOTE: This Rogate Parish Council Plan is currently in draft form & will be updated as the overall Plan is developed & refined. (revised 18/12/2010)
Introduction & Why are we drawing up this Plan? With the announced reductions in funding the Parish Council envisages that services provided by West Sussex County Council and Chichester District Council will now be limited. We therefore need to plan for much more locally based and sourced services.
This plan is designed to provide a framework for a Parish based approach to deal with severe winter conditions as experienced in 2009/10/11, and similar emergencies. It is being put together in conjunction with WSCC Highways Department & Emergency Services.
What are the objectives of the Plan? * To enable local residents (in the first place) to access the bare necessities of food, drink and warmth * To enable them to return to a normal way of life as quickly as possible thereafter * To enable access to and by emergency services * To identify residents who might be considered at risk in the event of severe weather or other hazardous conditions.
Identified Key Risks & Local Hazards In times of extreme weather conditions the disruption and risks to inhabitants are from: * Hazardous road conditions and blockage of roads as a result of snow and ice on: * Primary routes: the A272 Major Trunk Road runs through Rogate and the B2070 (ex A3) runs through Rake * Steep inclines on narrow roads and at junctions * Sunken roads between banks which are the norm in the parish and are likely to fill with drifting snow * Fallen trees (all roads) * Fallen power cables (limited)
Power failures resulting in loss of electricity supply. For the majority this will mean loss of heating and cooking facilities and access to sources of information and contact on the internet as well as lighting
Telecoms disruption (land line & cellular) resulting in loss of communication by and with residents
Risk to the frail, elderly & sick as a result of any of the above and/or persistent cold conditions. WSCC Highways Resources Snow and Ice In the event of their weather forecasting system warning of icy conditions, WSCC will spread salt on the primary routes (the A272 and the B2070) and other link roads such as Nyewood Road, Bull Lane, and Milland Road.
In the event of snowfall WSCC will plough and keep open the primary routes (the A272 and the B2070) through the parish.
In the event of predicted heavy or prolonged snow fall or freezing/icy conditions WSCC will supply 1 ton bags of salt to six locations in the parish but will not service any existing salt bins. The locations have been pre-determined by RPC & WSCC as:
1. Rogate Village: Village Hall Car Park. 2. Rogate: Entrance to Parsonage Estate. 3. Rogate-Nyewood: Habin Hill, Lay-by near St Bartholemews Church. 4. Rake: Bull Hill/B2070 Junction. 5. Terwick: Terwick Rise Bus Stop, Fyning Lane. 6. Hillbrow: Entrance to Knowles Meadows Est. See map appendix 1. Please; note: The locations of these bags is based on density of population & priority of road usage.
Local Resources After heavy snowfall, the ploughing and clearing of local side roads will be conducted by the contractors listed below, under contract to West Sussex Highways Dept.
R N Sprackling. Rogate. The parish Council has now prioritised the roads to be done as follows: 1. Parsonage Estate. 2. North Street and Broad Road to Tullecombe Rd junction 3. Fyning Lane & Terwick Rise, and Top Road back to Tullecombe crossroads 4. Habin Hill through to Dumpford Rd junction 5. From Tullecombe crossroads via Harting Combe crossroads to Bull Hill Rake 6 Canhouse Lane to Industrial Estate 7. From Harting Combe crossroads to the Drovers Arms and Knowles Meadows Hillbrow 8. Langley area.
Access to the main road links is essential to enable residents to fend for themselves. The 1 ton bags of salt provided by WSCC are for spreading by local residents on roads in their immediate area. PLEASE NOTE: The salt is NOT for spreading on driveways or private property. Only very small quantities are required on the road surface to melt ice and snow, and users must be aware that the salt, once used up, will not replaced until the next snowfall.
Local residents are encouraged to work together to clear the necessary routes and give access for those less able to help themselves. It becomes the responsibility of all inhabitants in the spirit of good neighbourliness to make sure that the best use is made of manpower and resources.
Owners of four-wheel drive vehicles are encouraged to give assistance wherever and in whatever way possible.
If conditions are very severe it is planned that Rogate & Rake Village Hall could be opened as a refuge for those in need of food & warmth.
Fallen Trees Rogate Parish has several heavily wooded areas. In extreme high winds or heavy snow conditions, trees may be brought down causing blockages to roads or pulling down overhead power and telecommunication lines. The utilities will normally be aware as soon as this happens and take the necessary action, but residents should check that this is the case.
A contact list of contractors for dealing with trees on private property will be displayed on www.rogatevillage.co.uk in due time.
If a fallen tree interferes with power or telecom lines the appropriate utility supplier should be contacted thereby ensuring any risk/clearance is managed by them. Where the tree is blocking the road or is on a Highways verge, the West Sussex Highways Dept. should be contacted.
Localised Flooding The Parish as a whole would appear not to have an inherent problem with flooding due to a combination of sandy soils & topography.
At Risk members of the Parish Community There are “at risk” people living in Rogate village and the more isolated parts of the parish. During the 2009/10 snowfalls neighbours took great care of the needy in their vicinity and we wish to encourage the continuation and expansion of this support network.
It should be the responsibility of ALL Parishioners to look out for their neighbours at all times and not just in the case of extreme weather conditions, power failures etc.
