ROGATE PARISH COUNCIL
Minutes subject to confirmation Page 1 of 1 The ANNUAL ROGATE PARISH COUNCIL MEETING held on Monday 14th May 2007 at 7.30pm in Rogate School Hall.
Those present: Miss Ann Arnold, Mrs Katrina Baker, Mr Kevin Buxton, Mrs Trudy Coles, Mrs Susan Erskine, Mr Neil Hepworth Mr Peter Howland, Mr Harvey Morgan, Mr Peter Moss & Mrs Carole Young. Ms Nola Hendon (County Councillor) Mr William Mason (District Councillor), Mrs Fiona Dix (Parish Plan) with members of the public, Mr Philip Carpenter Mrs Penny Croucher, Mr Gerry Devlin & Mr Roger Eade.
Introduction: Chairman Mr Peter Moss opened the evening by welcoming all present, thanked them for attending and congratulated William Mason on his election success, he then asked Councillor Mason to open the meeting with his report.
District Councillor William Mason reported that there were 19 new District Councillors recently elected and went on to outline his areas of responsibility. He said that he had been to see the CDC Enforcement Dept. himself, with reference Brick Kiln Copse Farm’s Caravan and Barn enforcement notices and informed the meeting as to the position so far and to the fact that an appeal had now been lodged against these notices. Moving to the matter of Policing in the area he informed the meeting about the possibility of having a Community Warden to share with other local parishes. At a cost of some £30,000 per year per Community Warden this would be a sizable commitment from all parishes concerned and many at the meeting felt they were being asked to pay twice by way of local taxes & governmental taxes and now having to pay for local “Wardens” to carry out policing their areas.
County Councillor Ms Nola Hendon opened her report by saying that a Notice of Motion from WSCC had resulted in over 95% of the buildings lighting now being low energy resulting in a significant reduction in overall energy usage. She went on the say, a full survey of all roadside trees and their condition was currently underway and would help to make for a safer environment throughout the county. A task force had also been set up to help combat “Bullying” in schools and Councillor Hendon had been invited onto that committee. Following a request from Mr Roger Eade reference the position we were in regarding landfill and landfill sites, Councillor Hendon said that some £3 Billion in landfill taxes were likely to raised for the treasury in the next few years including fines for over use of the existing landfill sites. WSCC was hoping to be able to broaden the range of recyclable items currently in operation but reminded the meeting that WSCC had a very, very good record in recycling with the currant level at 33% but felt we could all do more.
Elected Rogate Parish Council: Members signed the requisite forms as required followed by the election of Chairman & Vice-Chairman. Peter Moss was re-elected as Chairman with Neil Hepworth elected as Vice-Chairman.
Apologies for absence: Mrs Pauline Berrisford-Hill, Mrs Elizabeth Brown & Mr Alec Merritt.
Parish Council Procedure: The election of some of the members to serve on committees and be representatives on outside bodies & meetings as needed then took place. With Mrs Pauline Berrisford-Hill, Mrs Elizabeth Brown & Alec Merritt being absent from the meeting, it was decided to await their return before filling all the committee vacancies.
Review of Replacement Code of Conduct 2007: The Chairman asked if all members had read the lengthy document outlining the requirements apropos the replacement code of conduct, all members said they had tried with some going on to say it made for very difficult and confusing reading, the Chairman agreed and asked if it were possible to have a more “Plain English Version” the Clerk said he would make inquiries and report back.
Parish Plan & ongoing reviews: The Chairman said that the recently compiled Parish Plan came out with many varied and interesting conclusions, some ideas he was keen to be introduced with the election of the new Parish Council, these included the use of consultants and other key personnel to take forward action groups such as Highways & Traffic, Youth & Playgrounds, the Environment & Byways and also the Policing of the area. He said that a number of local people with considered expertise either had, or are in the process of being approached to help with these important matters. All concerned would be given specific terms of reference, would be required to report back to the council at all times and would not be expected or required to act as a independent body. He stressed the need for the council’s approval at each stage of development and as their work progressed.

Awaiting confirmation of requirement: £200 Donation to Tennis Club apropos Car Parking Works & the R & T News £100.00 subsidy.
Correspondence: The following items of information were passed on to all present including: CDC/Enforcement Notice/Land at Brick Kiln Copse Farm. Bull Hill. Rake. West Sussex. WSCC/Enforcement Notice; Home Farm. Dangstein.
The newly created & released “Welcome Pack” from Rogate Village Committee was discussed with the heartiest of congratulations being given to all involved with its publication. A discussion followed with a recommendation for the Clerk to speak to Liss Parish Council about Rake and Hillbrow’s inclusion in further publications.
The meeting then closed at 9.15pm to be followed by a meeting of the Planning & General Purpose Committee.
