Prior to the meeting the Chairman wished to welcome new Cllrs Murray Spalding and Mike Luff.
1/12) Representations by the public There were no representations received from the public.
2/12) Representations by District and County Cllrs There was a representation received from County Cllr John Kingston. He started his address by apologising for missing the last meeting as he had been unclear of where to come. Cllr Kingston stated that in these times of austerity the move to localism would give the Parish Council freedom to reform, not just within planning but would give more rights and powers for communities and individuals.
Cllr Kingston explained how he had liaised with residents of Hugo Platt with regards to sewage and fencing of the playground and that he had been dealing with enquiries regarding bin collections in Rake.
He further stated that CDC had given a grant to the theatre in Chichester.
3/12) Apologies for absence Apologies for absence were received from Cllrs Nola Hendon, Fiona Dix and Trudy Coles, no other apologies were received.
4/12) Declaration of Interests No Declarations of Interest were received from Members in relation to any items included on the Agenda for this meeting, which are required to be disclosed by The Councillors’ Code of Members Conduct.
5/12) Minutes of last meeting 21 November 2011 The minutes of the meeting of Council dated 21 November 2011 were agreed and signed. Cllr Peter Moss spoke on behalf of local Parishioners with regard to enlarging the font size for all future minutes.
6/12) Matters arising from previous minutes not already on this agenda Council received a report from the Chairman concerning on-going issues as follows:
Reference was made to the continuing issues with Santander and the inability for this bank to recognise the clerk. RESOLVED that RPC’s bank account will be moved to HSBC. Vice-Chairman Elizabeth Brown to set up a meeting with Petersfield branch.
The legacy issues with regards to the investigations for breach of code of conduct and the ongoing legal case were highlighted and Council RESOLVED that a locum will be employed through SALC for a maximum of a 3 months contract to get these issues resolved.
Chairman Cllr Shon Sprackling announced that the clerk would be stepping down due to a change in personal circumstances. The clerk agreed that she would not be stepping down until March/April at the earliest due to the by-election but that could be extended upon agreement with Council. Council RESOLVED that a working party consisting of Cllrs Shon Sprackling, Murray Spalding, Peter Howland, Peter Moss and the clerk will be formed in order to deal with the process of employing a new clerk.
7/12) RPC By-Election It was NOTED by Council that due to the resignation of Stephen Bennett from RPC a by-election had been called by parishioners. The date set by CDC is 16 February.

8/12) Insurance Council RESOLVED that RPC’s Insurance Company will be used to resolve the legacy litigation case.
9/12) Reports Affordable Housing Committee – Council NOTED that the proposed Rogate development by Hyde Marchant was being looked into by the South Downs National Park. It was also NOTED that Rogate Parish Council were aware that there were strong objections from local residents.
Cllr Peter Moss informed Council that he had already spoken to John Davey regarding the area of land at the back of the Parsonage Estate.
RESOLVED that Council will make enquiries with local landowners as to other possible sites within the Parish.
Traffic Sub-Committee – NOTED that the 20 is plenty proposal has been accepted as an agenda item for the North County local committee meeting on 24th January. RATA members EB & James Stock will present proposal that our scheme becomes an infrastructure priority. The timing of implementation is not known. RATA will report on the outcome at the next meeting Council. Cllr Elizabeth Brown confirmed that further enquiries are being made with SDNPA on design & possible funding for Village Gates and a proposal for these will be made to RPC in due course. The main focus at present remains 20's Plenty and this issue will be discussed at a meeting of the CLC North meeting on 24th January. Documents and the Petition have been submitted and EB will speak at the meeting.
Planning – RESOLVED that the minutes are agreed.
Diamond Jubilee – It was NOTED that a working party had already been formed and that there had been public response that RPC should be working towards organising a Jubilee celebration consisting of a United Benefice special church service on the Sunday followed by a drinks reception. It was decided that Trotton and Rogate will arrange their own respective celebrations. Trotton will organise the lunch on Sunday 3 June whereas Rogate will organise the lunch/tea party on Monday 4 June. Council NOTED that Cllr Trudy Coles was in the process of organising a music festival.
Other points to make: Four days have been set aside for the festivities; It is hoped that Jubilee mugs to be given to all children under 11 years old within the Parish boundary; NOTED that a meeting will take place at Cllr Elizabeth Brown’s house @ 7.30pm on Wednesday 18 January. All information regarding the event will go into the Parish magazine. Rake School has been contacted regarding the event.
It was further NOTED that the Olympic torch would be passing through the Village on 16 July. Reference was also made to the proposal of a Village Fete to be held on the first Saturday in August. Open Spaces and Playground – RESOLVED that Oliver’s Piece should be utilised for the benefit of the community. Proposed that funding be set aside in next year’s budget. Finance Committee – Final amendments were made to the budget proposal and it was RESOLVED by Council that these should be implemented as a matter of urgency in order to comply with CDC’s deadline of Friday 13 January.
10) RPC Documentation Update Documents previously circulated are due to be discussed at the next meeting of Council.
