held on Monday 26th April 2010 at 7.30pm at Rogate Village Hall
Those present:

Guest speakers: County Councillor Nola Hendon, The Revd Edward Doyle, Head of Rogate School Mandy Hall, Rogate Village Committee Chairman John Noble, Rogate Youth Club Roger Mowll & Neighbourhood Watch Spokesman Philip Carpenter.

2)  The Minutes of the Annual Parish Meeting held on 27th April 2009 were confirmed & signed as correct.
3)  Parish Chairman’s Report; Peter Moss opened his report speaking on Finance; after a problematical year in 2008/9, this year had been much improved. At the start of the year its finances had been under severe strain and as a result a very large increase in the Precept had been required to restore the council’s reserves. The recovery of £15,000 more from the insurance company than had been expected had put RPC back in a very good position, so the precept for 2010/2011 had been set at a lower figure than 2008/09.  Make up of the Council; Three new members, Fiona Dix, Sara O’Brien-Twohig & Justin Zawoda had been co-opted onto the council to replaced Ann Arnold, Susan Erskine & Alec Merritt. Currently there is a vacancy following the resignation of Neil Hepworth who had been Vice-chairman, this role had now been filled by Cllr Elizabeth Brown. With Parish Council elections due in May 2011, consideration is being given to the number of Cllrs required. Rogate currently has 13 which is considered a large number for a community of less than 1500. CDC has suggested that 9 members would be appropriate so RPC is looking at reducing to this number at the time of the next election.  Open Spaces: the year started with the opening of the new play area in May. The efforts of fundraisers & those who oversaw the design and building were rewarded with a facility of which all can be justly proud, which is very popular, & which is a real asset to the community as a whole. A picnic table was subsequently installed alongside the play area & a slide was shortly to be added at Hugo Platt play area. The metal gate to the Fyning recreation area had recently been replaced.  Planning: RPC was funding the installation of broadband in Rogate village hall, to allow access to up-to-date comments on CDC’s planning website during meetings.  Highways; during the year a proposal to test Quiet Lanes in the area was considered by WSCC, however whilst RPC supported the idea initially, in the current economic climate it was felt that WSCC’s money was better spent on road repairs.  On-going Concerns; enforcement of planning law’s in particular Brick Kiln Copse Farm & keeping roads open in adverse weather conditions. The Chairman closed by thanking his fellow Cllrs & the Clerk for their help and support during the last year.
4)  Report from County and District Councillors; County Councillor Nola Hendon reported on the following; Finance: with central government grants getting smaller each year, a whole series of cutbacks had been implemented by WSCC to reduce costs & keep overheads to a minimum. National Park: with 27 members but only 14 local Cllrs & 6 parish Cllrs, NH raised concerns that local interests were being represented.  Midhurst Carpark Charges: she did not think that it was the right time to implement these charges. The Grange Centre: she did not support the closure of day-care facilities and she urged the public to make their feeling known at the Public Consultations being held in September. Potholes: following the severe winter weather leading to a very high level of disrepair, the Pothole Buster Teams had managed to make significant inroads into the problem but reports of any holes new or old are still needed. Cllr Nola Hendon was thanked & applauded for all her hard work throughout the year.
5) As William Mason had resigned as District Councillor he was unable to attend the meeting.
6)  Reports from local organisations;
Rake C of E First School; Cllr Elizabeth Brown spoke on behalf of the school Governors saying with the recent retirement of long-standing Head teacher John Arnold, David Bertwistle who had been acting Headteacher, had been appointed on a permanent base. With the new Yr 6 integration going well the school now had 55 on its roll with a further 12 to join in September.
Rogate Church of England Primary School; Headteacher Mandy Hall who had taken over following Jenny Chapman’s retirement last September, spoke of the great support and kindness displayed to her since taking her position. With 59 on the register at the moment and a further 9 already set to join in September, the school’s future looked extremely promising.  An additional teacher was being recruited and with an Ofsted inspection due soon, it promises to be a busy time ahead.  In closing she expressed her grateful thanks for the facilities such as the outside shelter & new library that had generously been provided by a bequest from the late Tom Tebbitt. Chairman Peter Moss thanked her for her commitment to the school and all the hard work put in by both herself and her staff. 
Rogate Village Hall; Chairman John Noble spoke of the very committed team who work very hard & of the retirement of Mr & Mrs Broad who had been the Caretaker/Booking Sec for many years.  However the new Caretaker, Sean Giles & Booking Secretary Ann Hart were settling in well, and attention was turning to future developments. The Carpark had recently been extended and plans were being drawn up to update the caretaker’s cottage and pavilion/store in the grounds. Both the tennis courts had been recently resurfaced and with the new bowls club pavilion the whole recreational area is looking very good. The introduction of a Broadband supply within the hall courtesy of the Parish Council was a very welcome boost to the village hall as a whole along with the Youth Club & the various other clubs that regularly used the hall. 
Rake Village Hall; a letter from Hall Chairman Richard Kidd, outlining the installation of a new kitchen and the continued efforts to raise funds to renovate the grounds etc was read out by RPC Chairman Peter Moss.
 Rogate Parish Churches; Reverend Edward Doyle said how lucky the Parish was with its Schools, Shops, Pubs etc. as well as thriving Churches. He thanked Margaret Patterson & Nick Beecheno who recently stepped down as church wardens. With 5,500 people attending services last year and two faculties in place for the Chancery roof (£40,000) & permission to re-use the old graveyard at the rear of St Bartholomew’s, it had been a very good year. This year £20,000 is being spent on refurbishing the church organ, which should be finished in time for Christmas.
Rogate Youth Club; Roger Mowll spoke of the great work being carried out by a group of volunteers as the funded leader had moved on.  There was a constant need for fresh volunteers to help support the youth in the Parish.  He said as the senior member of the Youth Club, he wished to thank Pam Valler, Ann Arnold & Ellen Parkin for their devotion & considerable hard work. With some 30 club members the future was looking bright for the village’s young people; closing Roger Mowll reiterated the need for more people to help support this club.
Rogate and Terwick Housing Association;  In the absence of the Chairman John Field, the Secretary Maureen Truss reported that the refurbishment of the flats and upgrading of the lighting was proceeding well; throughout; she thanked Pam Willis who is retiring, for her dedicated work as Treasurer and welcomed Juliette Murray who has agreed to take over the role.  Finally she was able to report that East Lodge is full with a waiting list, and the finances were sound.
Neighbourhood Watch; Philip Carpenter spoke about the recent reorganisation having taken place and of the much improved communications from the local Police team following Sussex Police’s decision to move away from direct involvement with the well established Neighbourhood Watch Scheme. 
Fyning, Terwick & Borden Wood Residents Association; in the absence of the Chairman, Sara O’Brien-Twohig spoke on his behalf saying the association was principally a social group of householders who had organised various meetings & get-together throughout the year and through the recent appalling weather had demonstrated how a group such as theirs could pull together  to help each other with such things as shopping, collection of medicines, fire wood & coal etc. and all looked to continue their community spirit.
7) Any Other Matters which the general public wish to raise included; 
Two residents queried why some footpaths had been ploughed in and high stiles installed elsewhere.
It was pointed out that incorrect house numbers were shown on the road signs in the Parsonage Estate. 
Rev Edward Doyle asked that efforts be maintained to have more affordable housing built in the parish  
The Chairman thanked members of the public for attending the meeting, and those who had given reports and the general public for their interest shown in the Parish of Rogate.
