NHS. Press Release: St Richard's A&E set to be saved!

Accident and emergency services - for months facing the threat of possible cutbacks - are likely to remain at all three hospitals in West Sussex, it emerged at a meeting in Chichester. The joint health overview and scrutiny committee was told by Dr Peter Hayward, consultant in public health and member of the Primary Care Trust's clinical reference advisory group, that the group's proposal included the retention of acute medicine and A and E services at St Richard's, Chichester, Worthing Hospital, and the Princess Royal, Haywards Heath.

Committee chairman Cllr Peter Griffiths said: "We were pleased to hear that A and E is likely to be retained but we do feel that this message needs to get out to the public. "People need to know how far local clinicians have developed their plans since the original proposals were launched last year."

A statement issued after the meeting said the committee was concerned by a lack of information on maternity services in the PCTs' financial modelling - and was particularly keen to receive more detail on the proposed stand-alone 'midwife led birthing unit' for West Sussex. It had asked for an urgent update on maternity issues at its next meeting.

"The committee was concerned that whatever option is ultimately chosen, it is important that this can be shown to be financially sustainable, and at this late stage in the process there is clearly a lot of work still to be done to clarify the financial viability of the options that the PCTs are considering," the statement added.

"Members were also concerned by the lack of detailed figures which could assure them that the cost of options have been fully evaluated, and asked for this detailed financial information to be provided as soon as possible."

A committee meeting on Wednesday, April 2, would be the final evidence gathering session, and this would be the last opportunity for the PCT and other NHS Trusts to provide any further vital information, before the committee's final decision is taken.

The next meeting of the joint committee will be on Wednesday February 20, at 10.30am in County Hall, Chichester. This will be focusing on the revised shortlist of options following a PCT Board meeting on February 14th  2008.

The Chichester Area:

An electoral review of Chichester was started by the Local Government Commission for England (LGCE) on 10 July 2001, following the transfer of the LGCE's functions to The Electoral Commission on 1 April 2002, the review was completed by The Boundary Committee for England (BCFE).

The Order implementing The Electoral Commission's decision on the final recommendations of this review has been made and can be viewed on Her Majesty's Stationery Office's website. The Implementation Team section of the Commission's website explains how the Commission's decisions on The Boundary Committee for England's final recommendations are made into Orders. The current boundaries of the electoral wards and divisions can be viewed on Ordnance Survey's election maps website. Parish warding is not shown on the election maps website. It can be seen on the mapping from the Committee's final recommendations below; any modifications are listed in the Explanatory Note at the back of the Order. Final report (PDF) was published on 09 July 2002.

The ANNUAL PARISH COUNCIL MEETING

held on Monday 14th May 2007 at 7.30pm in Rogate School Hall.

 

Those present:

Miss Ann Arnold, Mrs Katrina Baker, Mr Kevin Buxton, Mrs Trudy Coles, Mrs Susan Erskine, Mr Neil Hepworth, Mr Peter Howland, Mr Harvey Morgan, Mr Peter Moss & Mrs Carole Young. Ms Nola Hendon (County Councillor) Mr William Mason (District Councillor), Mrs Fiona Dix (Parish Plan)

with members of the public, Mr Philip Carpenter, Mrs Penny Croucher, Mr Gerry Devlin & Mr Roger Eade.

Introduction:

Mr Peter Moss opened the evening by welcoming all present, thanked them for attending and congratulated William Mason on his election success, he then asked Councillor Mason to open the meeting with his report.

 

District Councillor William Mason reported that there were 19 new District Councillors recently elected and went on to outline his areas of responsibility. He said that he had been to see the CDC Enforcement Dept. himself, with reference Brick Kiln Copse Farm’s Caravan and Barn enforcement notices and informed the meeting as to the position so far and to the fact that an appeal had now been lodged against these notices. Moving to the matter of Policing in the area he informed the meeting about the possibility of having a Community Warden to share with other local parishes. At a cost of some £30,000 per year per Community Warden this would be a sizable commitment from all parishes concerned and many at the meeting felt they were being asked to pay twice by way of local taxes & governmental taxes and now having to pay for local “Wardens” to carry out policing their areas.

 

County Councillor Ms Nola Hendon opened her report by saying that a Notice of Motion from WSCC had resulted in over 95% of the buildings lighting now being low energy resulting in a significant reduction in overall energy usage. She went on the say, a full survey of all roadside trees and their condition was currently underway and would help to make for a safer environment throughout the county. A task force had also been set up to help combat “Bullying” in schools and Councillor Hendon had been invited onto that committee. Following a request from Mr Roger Eade reference the position we were in regarding landfill and landfill sites, Councillor Hendon said that some £3 Billion in landfill taxes were likely to raised for the treasury in the next few years including fines for over use of the existing landfill sites.  WSCC was hoping to be able to broaden the range of recyclable items currently in operation but reminded the meeting that WSCC had a very, very good record in recycling with the currant level at 33% but felt we could all do more.

 

Elected Rogate Parish Council: Members signed the requisite forms as required followed by the election of Chairman & Vice-Chairman. Peter Moss was re-elected as Chairman with Neil Hepworth elected as Vice-Chairman.

 

Apologies for absence: Mrs Pauline Berrisford-Hill, Mrs Elizabeth Brown & Mr Alec Merritt.

 

Parish Council Procedure: The election of some of the members to serve on committees and be representatives on outside bodies & meetings as needed then took place. With Mrs Pauline Berrisford-Hill, Mrs Elizabeth Brown & Alec Merritt being absent from the meeting, it was decided to await their return before filling all the committee vacancies.

 

Review of Replacement Code of Conduct 2007: The Chairman asked if all members had read the lengthy document outlining the requirements apropos the replacement code of conduct, all members said they had tried with some going on to say it made for very difficult and confusing reading, the Chairman agreed and asked if it were possible to have a more “Plain English Version” the Clerk said he would make inquiries and report back.

 

Parish Plan & ongoing reviews: The Chairman said that the recently compiled Parish Plan came out with many varied and interesting conclusions, some ideas he was keen to be introduced with the election of the new Parish Council, these included the use of consultants and other key personnel to take forward action groups such as Highways & Traffic, Youth & Playgrounds, the Environment & Byways and also the Policing of the area. He said that a number of local people with considered expertise either had, or are in the process of being approached to help with these important matters. All concerned would be given specific terms of reference, would be required to report back to the council at all times and would not be expected or required to act as a independent body. He stressed the need for the council’s approval at each stage of development and as their work progressed.

The newly created & released “Welcome Pack” from Rogate Village Committee was discussed with the heartiest of congratulations being given to all involved with its publication. A discussion followed with a recommendation for the Clerk to speak to Liss Parish Council about Rake and Hillbrow’s inclusion in further publications.

 

The meeting then closed at 9.15pm to be followed by a meeting of the Planning & General Purpose Committee.

Rogate Nursery School

Before the response to the Rogate School closure proposal had been submitted to West Sussex County Council, the news came through that the privately-run Nursery School in Rogate Village Hall was to close.  Damaging though this is for the vitality of the village, the response has been immediate and plans are afoot to re-start it, possibly in conjunction with a scheme to locate it in Rogate School. The village may be receiving more than its fair share of knocks at present, but the community is showing that it is capable of responding, which is very encouraging.

 

Rogate Village Playground

A very well attended inspection took place on April 10th of the proposed area for the playground on the playing field behind The White Horse.  Comments ranged from “Isn’t it big!” to “It looks so small!” but with a bit of fine tuning, the RAP Committee should be able satisfy everyone.  Agreement has now been reached in principle about the mechanics of how the Parish Council and the Village Committee will operate it, so progress continues apace.

 

Terwick Woodland

This is an area of land lying to the west of the parish that was entrusted some years ago to the Parish Council for the benefit of the residents.  There has been a long-running dispute about rights over part of it going back at least four years, and this has now escalated into a court claim against the Parish Council. The Council has had to go into private session when discussing this – otherwise it would be like discussing legal advice and tactics in a custody battle over a child with the opposing party in the room.  The matter is now sub-judice so I cannot reveal any more than this, but I thought I would mention it as the Council has spent more time on this issue than any other for as long as I have been involved.
