Loan to the Village Committee
At our meeting in July we decided to give a loan of £10,000 to the Village Committee to assist them in the refurbishment of Hall Cottage next to Rogate Village Hall.  The loan is for a maximum of a year and we considered that this was a sensible use of our cash resources which are hardly earning any interest.  More importantly, we are keen to support the Village Committee in their redevelopment programme as there is a benefit to the local community in the provision of improved facilities.  For example, immediately prior to our discussion on this, we had received a presentation from members of the Youth Club, which uses part of the Hall, about what was on their wish-list of improvements.  This centred mainly on more space, which may only be achieved through investment in re-organising the existing arrangements.


Chichester District Council
Our July meeting was the first one attended by Nigel Johnson-Hill of Milland as the new District Councillor.  He apologised for the fact that there was no election, but it does require a minimum of two candidates to make it necessary!  Some interesting points came out of his talk: first, that CDC was embarking on a “zero-based” budgeting exercise, by looking at what a District Council had to provide rather than trying to re-cost the existing services; second, that there appeared to be no legal requirement for it to carry out planning enforcement if costs were to be cut to the bone; and third, that it might look at focussing resources on key hotspots rather than spread them evenly over the whole district. For me it seems a logical way for a local authority to proceed if resources are squeezed, but we may need to fight to minimise the disadvantage to Rogate and Rake.


Affordable Housing
Things are now becoming clearer about plans to redevelop one part of Parsonage Estate for further housing.  As I mentioned last month, plans are in circulation to replace two semi-detached houses at the entrance to the estate with a dozen new dwellings and a block of flats.  Neither the Parish Council nor the working party on affordable housing has seen the plans and no planning application has yet been submitted to us, but the existing tenants have been told of the proposals.  I understand that half of the units will be available as social housing through HydeMartlet, which would indicate 9 or 10 dwellings.  I can make no further comment at this stage as nothing has been presented to us but this would go some way towards meeting the targets we have set ourselves.


Terwick Woodland
I am giving the following explanation as it seems that a bit of a stir has been created locally.  Back in June we were contacted as land owners by Chichester District Council about an overhanging branch of an oak tree at bottom of the lane running alongside our land at Terwick Woodland northwards from the phone box on Terwick Common.  The tree was obstructing the access of the refuse collection lorry and unless it was removed they would not make further collections.  As a result we arranged for a tree surgeon to inspect, and he reported that other branches had also been damaged by high vehicles, and so we had all the relevant branches removed.  This was done as quickly as possible to avert the risk of complaints of inaction from local residents, particularly during the very hot weather at that time, when un-emptied bins would rapidly become very unpleasant.

The Parish Clerk and their role within the Parish Council

The Clerk is employed by the Council, under section 112 (1) of the Local Government Act 1972, to provide administrative support for the council's activities. Any other staff, although employed by the council, answer to the Clerk who is their manager and is responsible for their performance.

The Clerk’s primary responsibility is to advise the Council on whether its decisions are lawful and to recommend ways in which decisions can be implemented. To help with this, the Clerk can be asked to research topics of concern to the Council and provide unbiased information to help the Council in making appropriate choices.

The Clerk has a wide range of other responsibilities which are set out in his/her job description. The Clerk must recognise that the Council is responsible for all decisions and that he/she takes instructions from the Council as a body. The Clerk is not answerable to any individual Councillor  - not even the Chairman.

The Council must be confident that the Clerk is, at all times, independent, objective and professional.

'Proper Officer' is a title used in statute. It refers to the appropriate officer for the relevant function. In town and parish councils, the Proper Officer is normally the Clerk. In financial matters, the Proper Officer is known as the Responsible Financial Officer.

The Chichester Area:

An electoral review of Chichester was started by the Local Government Commission for England (LGCE) on 10 July 2001, following the transfer of the LGCE's functions to The Electoral Commission on 1 April 2002, the review was completed by The Boundary Committee for England (BCFE).

The Order implementing The Electoral Commission's decision on the final recommendations of this review has been made and can be viewed on Her Majesty's Stationery Office's website. The Implementation Team section of the Commission's website explains how the Commission's decisions on The Boundary Committee for England's final recommendations are made into Orders. The current boundaries of the electoral wards and divisions can be viewed on Ordnance Survey's election maps website. Parish warding is not shown on the election maps website. It can be seen on the mapping from the Committee's final recommendations below; any modifications are listed in the Explanatory Note at the back of the Order. Final report (PDF) was published on 09 July 2002.
