The Parish Clerk and their role within the Parish Council

The Clerk is employed by the Council, under section 112 (1) of the Local Government Act 1972, to provide administrative support for the council's activities. Any other staff, although employed by the council, answer to the Clerk who is their manager and is responsible for their performance.

The Clerk’s primary responsibility is to advise the Council on whether its decisions are lawful and to recommend ways in which decisions can be implemented. To help with this, the Clerk can be asked to research topics of concern to the Council and provide unbiased information to help the Council in making appropriate choices.

The Clerk has a wide range of other responsibilities which are set out in his/her job description. The Clerk must recognise that the Council is responsible for all decisions and that he/she takes instructions from the Council as a body. The Clerk is not answerable to any individual Councillor  - not even the Chairman.

The Council must be confident that the Clerk is, at all times, independent, objective and professional.

'Proper Officer' is a title used in statute. It refers to the appropriate officer for the relevant function. In town and parish councils, the Proper Officer is normally the Clerk. In financial matters, the Proper Officer is known as the Responsible Financial Officer.

The Chichester Area:

An electoral review of Chichester was started by the Local Government Commission for England (LGCE) on 10 July 2001, following the transfer of the LGCE's functions to The Electoral Commission on 1 April 2002, the review was completed by The Boundary Committee for England (BCFE).

The Order implementing The Electoral Commission's decision on the final recommendations of this review has been made and can be viewed on Her Majesty's Stationery Office's website. The Implementation Team section of the Commission's website explains how the Commission's decisions on The Boundary Committee for England's final recommendations are made into Orders. The current boundaries of the electoral wards and divisions can be viewed on Ordnance Survey's election maps website. Parish warding is not shown on the election maps website. It can be seen on the mapping from the Committee's final recommendations below; any modifications are listed in the Explanatory Note at the back of the Order. Final report (PDF) was published on 09 July 2002.

Gritter Twitter’ will keep local motorists informed
Did you know you can sign up to receive online updates about which roads have been gritted thanks to a new service launched by Balfour Beatty, who manages the highways maintenance contract for West Sussex County Council. The ‘Gritter Twitter’ feed will provide updates on the weather, road conditions and gritting activity across the county.
People can sign up for the information on the social networking site Twitter by searching for @WSCCGritting. 
People who are not signed up to Twitter can view the information by going to www.twitter.com/wsccgritting
Pieter Montyn, County Council Cabinet Member for Highways and Transport said: “The service is an excellent way of providing useful information to motorists to help them make informed decisions about driving during severe winter weather.”
Balfour Beatty manages and coordinates the highway winter activity in West Sussex and has invested in a new fleet of gritters which has the potential to use up to 20 per cent less salt than the ones previously used.
The new gritters were put to use for the first time last night (Sunday November 27) as plummeting temperatures triggered the call-out procedure.
West Sussex Highways has over 10,000 tonnes of salt in its depots across the county. Throughout the winter the salt stock levels will be continuously assessed using an electronic monitoring system which Balfour Beatty will use to order more stock when required.
The County Council’s priority is to keep major routes treated and passable during severe weather. These are generally all 'A' roads (except the A23 and A27 which are looked after by the Highways Agency), most of the 'B' roads and other roads of local importance, such as major bus routes, roads to schools and hospitals and large industrial establishments.

Rogate Parish Local Election to be held on Thursday 16th February 2012.

RATA - Rogate Appeal for Traffic Action

The lead topic has been the “20sPlenty where people live” campaign. Wheelie bin stickers have publicised the topic and is the start of changing the mind-set of drivers. The Petersfield Post has reported on the subject. The RPC Traffic Sub-Committee has petitioned the centre of Rogate village for a 20mph default speed limit, taking in West Street (including the Parsonage), East Street, North Street and Haben Hill. An overwhelming “yes” vote of 96% was received from respondents. The petition, with the case for justification, has been presented to our West Sussex County Councillor, Nola Hendon.

The matter will be discussed and decided upon by West Sussex County Councillors at the Chichester North - County Local Committee (CLC), at 7pm on 24 January, at Capron House, Midhurst.  Come and support your campaign by attending the CLC meeting and afterwards join your campaigners in The White Horse!

The Traffic Sub-Committee has started work on other specific projects: Warning signs at Wenham Barns - subject to WSCC approval and implementation; Village” entry gates” on the A272 to aid speed reduction; and identifying the need and way of making the Jolly Drover crossing safer.
