ROGATE PARISH COUNCIL PLANNING COMMITTEE MEETINGS INFORMATION Cllr Elizabeth Brown (Comm Chairman) The Planning Applications relevant to Rogate Parish Council are updated here every Wed/Thur from the official list of verified applications. Whilst the Parish Council does not have the power to determine applications its local knowledge is sought on each and every application. Please let your PARISH COUNCIL know of any concerns you have about any Planning Application that directly effects YOU! Don’t lose your local voice by not telling your PARISH COUNCIL directly. Many residents assume that if they write to their District Council about a planning application directly effecting their own property, that the District Council will automatically pass on the relevant information, letter or email to the Parish Council, not true I’m afraid. District Planning Departments have no obligation to pass on any comments they have received, good or bad, so unless you tell your local Parish Council before they discuss the application, they will base their opinions on what they, the Council Members, know about the property in question and or its location. With thousands of properties to look at, it would be unreasonable to expect them to know every property or any impact it might have upon your own property. Here at RPC we have had a couple of instances recently were having failed to be notified of neighbourly concerns, the Planning Committee have approved an Planning Application, only to told afterwards of the concerns of neighbours and asked to look again at the application or even to change the decision, unfortunately once a decision has been made and notified to CDC it is not the policy of the Planning Committee to revisit a previous application. So the simple answer is tell BOTH Councils of your concerns, if the Planning Committee think a site visit would be of benefit in enabling them to come to the correct and informed decision, they are quiet within their rights to ask the person or persons making the planning application to meet members of the committee on site and see first hand just what is proposed. But remember your Parish Councillors are not paid professionals, they have jobs and families just like all of us, so time taken to visit building sites are not to be expected for every application but are preferred by committee members if felt needed. |

1/12 REPRESENTATIONS BY THE PUBLIC
The planning committee heard a public representation from Mr and Mrs Henslow for planning application RG/11/05180/FULNP of Durleigh Marsh Farm Shop Durleighmarsh Rogate Petersfield for a proposed tea room.
The key points they made are as follows: · The tea room would tie in with the farm shop as it would be using their own fruit and veg; · The proposed new kitchen would be used solely for the whole Durleigh Marsh experience; · The building will be steel framed but timber clad giving the property an authentic feel and a traditional Sussex roof will be used in keeping with the area; · They propose to use the facility for the benefit of the community and wish to educate local school children. They stated that the school children and other students would need adequate toilet facilities and that the proposed development would satisfy that need. · Assurance was given by Mr Henslow that there would be no excessive signs on the highway. · Mrs Henslow confirmed that the tea room would provide 35 to 40 covers and that the garden facility would provide a further 15 to 20 tables. The issue of additional parking was addressed and Mrs Henslow confirmed that provision for additional parking would be at the bottom of the existing carpark. The Henslow’s also stated that a car flow survey had been undertaken and was satisfactory and that a pedestrian access and park and ride had also been investigated.
The Committee considered these points and the decision was NO OBJECTION.

The committee received an apology from Cllr Trudy Coles.

There were no declarations received which are required to be disclosed by The Councillors’ Code of Members Conduct.
4/12 MINUTES OF LAST MEETING
The minutes of the Planning & General Purpose Committee held on 12 December 2011 were signed and agreed with an amendment that in 62/11 Cllr Peter Howland had sent an apology for non attendance.
